Default Page Title Bar Color/Image

It appears I can alter the default title bar (breadcrumb area) color bar (and font color) on blog, archive, per page, etc. But I see no way to alter the default settings for the site as a whole.

It comes with a grayish image background and dark font. I’d like to make the entire site use green and light font (unless I change it on a page by page basis).

I must be missing it, as it seems odd that this is not configurable globally?
