Slider not appearing

Any idea on why the main iSpirit slider on a homepage would appear on some devices but not others. In our office it appears on my Mac desktop and mobile but not on desktop PC’s. It was working on everything until yesterday.

It re-appears after they clear their browsing history. Is there a way to disable and always appear? Or is that their browser settings?
